The purpose of this study was to identify and validate the Green Human Resources Management Questionnaire in the Ministry of Sports and Youth of the Islamic Republic of Iran. The research method was mixed in terms of data collection which was qualitative-quantitative. The statistical population consisted of qualitative specialists, experts with university teaching experience and activists in the field of green human resource management, experts of sports federations and boards, staff and officials of sports and youth departments, policy makers and sports consultants. A small number were managers and staff of the Ministry of Sports and Youth, and provincial sports and youth departments, numbering 360. The research tools included semi-structured interviews and a researcher-made questionnaire that was designed according to the extracted codes in the qualitative part. Qualitative part analysis was performed with Maxqda software and quantitative part analysis was performed with SPSS software for heuristic factor analysis and AMOS structural equation model. The results of the qualitative section showed that 9 concepts and 53 codons have been identified and approved. The results of heuristic factor analysis showed that 9 factors were able to obtain the amount of variance greater than the variance of each reagent, which is why all factors are meaningful using the reference line. Also, the results of confirmation factor analysis showed that the obtained factor loads were greater than 0.4, which indicates the confirmation of the factor loads.
